Archiving an email template, will exclude the Template from displaying on the main Templates tab. But that doesn't indicate that it can't be used in any campaign or it has been disabled. They can be found under Archived section on Templates page.
A Template can be archived by clicking on the Archive icon in Actions column against the template name.
